Northrop Grumman Mission System’s Engineering and Sciences (E&S) Baltimore and Partnered Sites (BaPs) Division is seeking a leader to manage the Subsystem Factory Test Design Section. The team is responsible for working with architecting, designing, integrating and validating production test solutions for our subsystem products.
This position is located on-site in Baltimore, MD and supports the Engineering & Sciences organization aligned to the Baltimore and Partners Division. This position will report to the Director of AESA Subsystems & Product Leadership with 7 direct reports consisting of front-line managers and Consulting Engineers.
This position is dual role encompassing both people and project/technical leadership.
What You'll Get to do:
- Lead a multi-disciplined team of 60 engineers and 6 front-line managers overseeing test hardware/software development and integration of test solutions for complex systems, including teams located in BWI and Waynesboro.
- Drive staffing, performance management, career development, resource planning, and merit planning to meet organizational and departmental goals
- Direct management and consulting of the section’s Technical Leadership
- Provide project and technical oversight for activities performed by the group
- Ensure application of design processes and guidelines used in the group
- Drive continuous improvement in engineering processes, documentation, and quality
- Promote team building through coaching, mentoring, and career development
- Develop proposal inputs and review proposal content for both internal and external customers
- Collaborate with peer managers to ensure consistency across multiple work groups
- Responsible for recruitment and onboarding of top-tier multi-disciplined engineering talent
- Support test solution and process roadmap strategic discussions for the enterprise
- Support department initiatives, recruiting, cross-campus/sector involvement, and internally funded projects
This role is contingent upon candidates having an Active Secret Clearance and the ability to obtain Special Program Access (SAP).
Basic Qualifications:
- Bachelor’s degree with 8 years of experience, a Master’s degree with 6 years of experience or a PhD with 4 years of experience in Science, Technology, Engineering or Mathematics or related technical fields.
- U.S Citizenship is required.
- A current/active government secret clearance.
- Ability to obtain Special Program Access (SAP).
- 5 years of experience as an IPT Lead and/or Functional Management of technical teams with an understanding of Earned Value Management.
- Understanding of the components comprising RF sensor subsystems.
- Understanding of RF, analog, and digital electronics with a fundamental knowledge of testing means, methods, and objectives for those products
- Understanding of Hardware development principles and practices.
- Understanding of Software development principles and practices.
- Understanding of engineering processes, process development, and engineering metrics.
- Understanding of recruitment and onboarding of engineering personnel.
- Effective communication with executive leadership from functional/program organizations.
Preferred Qualifications:
- Advanced degrees in Science, Technology, Engineering or Mathematics or related technical fields.
- Active DoD Top Secret Clearance or higher.
- Experience in multi-disciplined engineering and manufacturing environments.
- Experience with Test Hardware and Software solutions, architectures, and implementations.
- Experience with RF, digital, and power testing in a production environment
- Experience with developing software used to control test equipment and other hardware.
- Demonstrated success in setting expectations and driving accountability through multi-level engineering organizations.
- Demonstrated collaboration between engineering, manufacturing, and suppliers to achieve common test objectives
- Demonstrated success in implementing engineering metrics as well as continuous improvement in engineering processes, documentation, and quality.
Primary Level Salary Range: $184,300.00 - $276,500.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
