The Defense Systems CIDO PMO is seeking a Senior Chief Information and Data Office (CIDO) Program Manager (CIDO PM) in support of Strategic Deterrent Systems Division (SDS Div) Functions in the Northern Utah area. Specifically, the ESPM will support Sentinel Program. In supporting Sentinel the successful candidate will have responsibility to support all CIDO services to the program to include coordination of operations and maintenance contribution to the existing Digital EcoSystem and well as executing new projects to stand up capabilities on the Digital EcoSystem Roadmap. The CIDO PM will be the primary interface between the Sentinel Program Leadership and enterprise groups within CIDO Support team.
The CIDO leads all aspects of implementing innovative information technology (IT) solutions that deliver value and enable SDS Div/Sentinel Program strategic business initiatives. This includes leading all IT strategic planning and implementations, as well as day-to-day IT activity across the Sentinel program. In addition, the CIDO PM, in coordination with CIDO and Global Operations service lines is accountable for the delivery of all services that the CIDO provides, including Service Center Operations, Cyber Security, and Security.
Responsibilities will include but not be limited to the following:
Execute Chief Information and Data Office strategy and operational activities including service delivery, technical requirements gathering, build versus buy analysis, infrastructure solutions and project execution
Act as the CIDO ambassador to program leadership, functional organizations, and site employees and advocate to represent program requirements and concerns to the Defense Systems CIDO PMO management
Effectively interact with members of the CIDO, classified IT, and business leadership teams to optimize strategies to support goals and objectives, including managing budget and costs
Oversee proposal development, staffing plan development, product and service acquisition and delivery, teaming relationships and communication activities, thereby ensuring timely and cost-effective delivery and customer satisfaction
Coordinate testing and acceptance of CIDO initiatives, pre-production and support user training, and on-going feedback
Monitor customer satisfaction with service delivery and engage CIDO and Global Operations resources to assist as required to meet and exceed CIDO and Global Operations service level objectives
Develop strong/empowered relationships with cross functional sector groups. Drive and influence simplification improvements while understanding business partner/program business objectives and needs.
Escalate service actions and associated delivery priorities as required.
Identify systemic technical and service delivery challenges and then coordinate solutions with CIDO and Global Operations functional representatives; engage constructively to identify solutions
Develop, present, and obtain approvals for CIDO budgets, project plans, and functional/business unit initiatives
Deliver leadership, peer engagement, and highly effective collaboration across the Defense Systems CIDO PMO supporting Defense Systems sector, SDS Div and CIDO enterprise initiatives and project.
Basic Qualifications
Bachelor’s degree and 8 years of related experience or Master’s degree and 6 years of related experience
3 years of management experience/ program management experience
US Citizenship with Active U.S. Government Secret clearance with a reinvestigation date occurring in the last 6 years with the ability to obtain and maintain Top Secret clearance and SAP Access.
Must have experience in either project management, cost, budgets, or scheduling.
Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacing for large enterprise organizations.
Demonstrated ability to pro-actively identify issues and solutions to those issues, and drives issues rapidly to closure.
Excellent organizational, verbal, and written communications skills.
Ability to travel up to 10% of the time.
Preferred Qualifications:
Prior Northrop Grumman Defense Sector SDS Div or Sentinel Program Specific experience.
Broad background in IT Infrastructure, business applications, and operations.
Ability to perform risk & opportunity analysis and prepare detail cost and technical proposals.
Active Top Secret security clearance with an adjudication or reinvestigation date within the past 5 years, and the ability to maintain the required clearance; additionally, the selected candidate will be required to obtain SAP access
CIDO
Primary Level Salary Range: $151,500.00 - $227,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
